宽政元年（1789年）光格天皇​欲授其父闲院宫典仁亲王“太上天皇”称号，遭到德川幕府老中松平定信​的强烈反对。定信的反对理由是：将“太上天皇”尊号授予非皇统继承者是将名誉私有行为。光格天皇瑞然愤怒，但迫于幕府压力，只得收回成命。
