西汉黄龙元年（公元前49），置竹县，属沛郡，故治在今安徽濉溪县赵集孤山。王莽始建国元年（9），竹县改称笃亭。东汉建武二十年（44），刘秀封其子刘辅为沛王，改笃亭为竹邑侯国。
